Metrc Integration
Marijuana Enforcement Tracking Reporting and Compliance (Metrc) is Oklahoma's mandatory seed-to-sale tracking platform, operated by Franwell Inc. under state contract. All licensed cultivators, processors, dispensaries, and transporters must maintain active Metrc API connectivity. Each plant, harvest batch, and retail unit receives a unique radio-frequency identification (RFID) tag. Licensees must report all inventory movements, transfers, and waste events within 24 hours of occurrence. Failure to maintain accurate Metrc records constitutes a Tier 2 compliance violation subject to administrative sanction and potential license revocation.

Certificate of Analysis (COA)
A Certificate of Analysis is a mandatory laboratory report issued by an OMMA-accredited independent testing facility for every cannabis product batch prior to retail transfer. A compliant COA must include: cannabinoid potency profile (THC, CBD, CBG, CBN, THCA, CBDA at minimum), terpene profile quantification, residual solvent screening (for concentrates), pesticide residue panel (covering all 66 EPA-listed substances), heavy metals analysis (lead, cadmium, arsenic, mercury), mycotoxin screening, microbial contamination panel, and water activity/moisture content for flower. COAs must be generated by a laboratory holding current ISO/IEC 17025 accreditation and may not be older than 60 days at point of sale.

Tiered Cultivation Licensing
Oklahoma's cultivation licensing framework, established under HB 2154, recognizes three operational tiers based on canopy size. Tier 1 (Micro Cultivator): maximum 2,500 square feet of canopy, designed for small-scale artisan operations. Tier 2 (Craft Cultivator): 2,501–10,000 square feet, representing the largest category of license holders statewide. Tier 3 (Commercial Cultivator): 10,001+ square feet, subject to additional environmental compliance reporting, water usage documentation, and local zoning verification. Each tier carries distinct application fees, inspection protocols, and annual renewal requirements. Canopy measurement methodologies are defined in OMMA Administrative Rule OAC 310:681-5.
STD-004
Residency Requirements
Under current Oklahoma law, all cannabis business licenses require a minimum 75% Oklahoma resident ownership stake. Residency is defined as continuous domicile in the state for no fewer than five consecutive years prior to application, evidenced by Oklahoma driver's license or state ID, voter registration, and state tax filing history. The five-year residency requirement has been subject to legal challenge, with federal courts applying scrutiny under the dormant Commerce Clause. As of 2026, the residency requirement remains in effect pending ongoing appellate review. OMMA conducts annual ownership verification audits to ensure continued compliance.

Terpene Profiles & Phytocannabinoids
Terpenes are aromatic hydrocarbon compounds produced in the cannabis plant's trichomes alongside cannabinoids, collectively termed phytocannabinoids. Oklahoma-licensed laboratories are required to quantify terpene concentrations as part of the full COA panel. Key terpenes including myrcene, limonene, linalool, caryophyllene, pinene, terpinolene, and humulene must be individually quantified. The "entourage effect" — the synergistic interaction between terpenes and phytocannabinoids including delta-9 THC, THCA, CBD, CBDA, CBG, CBN, and CBC — is a recognized area of clinical interest influencing patient selection and physician recommendation practices in Oklahoma's medical program.
STD-006
Transporter Licensing & Chain of Custody
Commercial cannabis transportation in Oklahoma requires a dedicated Transporter License issued by OMMA. All transport vehicles must be registered with OMMA, equipped with functioning GPS tracking integrated with Metrc, and operated only during daylight hours between licensed facilities. Every transfer requires a Metrc-generated manifest listing all transferred items by UID, quantity, and weight. Transporters may not maintain product inventory; they may only carry products in active transfer between originating and receiving licensees. Drivers must hold a valid Oklahoma CDL-equivalent credential and pass a background check. Deviation from approved routes requires immediate OMMA notification.
STD-007
Patient Advocacy & Card Issuance
Oklahoma's patient registry is administered directly by OMMA. Qualified patients must obtain a physician recommendation from a currently licensed Oklahoma MD or DO, then submit an online application including the signed physician recommendation, government ID, and application fee. Patient cards are valid for two years. Caregivers may be designated to assist patients who are minors or are physically incapacitated, with a maximum caregiver-to-patient ratio of five patients per caregiver. Out-of-state patients holding valid medical marijuana cards from reciprocal states may apply for a temporary 30-day Oklahoma patient license under the OMMA Visiting Patient Program.

Packaging & Labeling Standards
All cannabis products sold at retail dispensaries must comply with OMMA's OAC 310:681-10 labeling standards. Required label elements include: the OMMA license number of the originating cultivator and processing facility, the batch UID, net weight, total THC and CBD content (as a percentage and absolute milligram quantity), a link or QR code to the applicable COA, health and safety warning statements in 6-point minimum font, and the universal Oklahoma cannabis symbol. Child-resistant packaging is mandatory for all products. Edibles may not be shaped to appeal to minors, may not depict cartoon characters, and must be individually wrapped if sold as multi-unit packages.
